    Take away someone’s fear, or low intelligence, or dishonesty and you take away their compassion. Take away someone’s aggression and you take away their motivation, or their ability to assert themselves. Take away their selfishness and you take away their sense of self-preservation.


    PLOT

    In a city where no law can control the reckless and damaged the fight for survival becomes ruthless and deadly. It is a dog-eat-dog society where the strong form gangs to prevail and the weak are hunted for their food and resources. A battle for territory, power and a sense of community drives the people on but poverty threatens to grind them down at every turn.

    A few centuries ago, the government of North America became interested in enforcing certain desirable behaviours in its citizens. There had been studies that indicated that violent tendencies could be partially traced to a person’s genes – a gene called the ‘murder gene’ was the first of these, but there were quite a few more, genetic predispositions towards cowardice, dishonesty, low intelligence – all the qualities, in other words, that ultimately contribute to a broken society.

    When the genetic manipulations began to take effect, the alterations had disastrous consequences. The attempt had resulted not in corrected genes, but in damaged ones, causing a civil war between the government and those with damaged genes called the Purity War.

    The Fringe is a side effect of this war. The damaged have become outcast and strayed from the sanctuary of the Bureau compound and now live in the overrun cities outside the government’s influence because there, there’s a chance that if you die, someone will care.

    INSIDE THE FRINGE

    If you can’t defend yourself here, you won’t last a night.

    The Fringe is unruly, chaotic and detrimental. With dark comes danger. Never knowing what or who lurks around the corner, friend or foe. Never knowing where the next meal may come from. Never knowing if your survival skills will be enough in the brutal city. Stricken by poverty, normal society has come to a standstill without the basic essentials and leisure. Simple things like electric lighting can only be found in the few flickering street lamps and good housing is hard to come by. Mostly slum areas of tarp and scrap metal make up liveable dwellings. Only a minute number of buildings stand in the wreckage left behind from the Purity War such as warehouses, some subway tunnels and those with walls thick enough to withstand a beating.

    The city may seem dreadful on the surface but at its heart it is found to be poisoned to the very core. Dealings are done in the dark trading weapons, drugs, food, clothing and protection. Though one should not take all at face value. No currency is needed, just an item worth a swap or a promise worth its credibility.

    Without a set in stone law system gang wars break out in the streets, striking fear into the hearts of civilians. Acts deemed wrong across society have the sentence decided in a meeting of the gang leading figures to determine a fate – often public execution.

    Composing the Fringe are gangs that enforce control over territories proving dangerous and powerful enemies to civilians, opposing gangs and the Bureau alike. Each gang has its own set of “moral” codes, figure heads and ways of life. Choose your gang and you choose your family. But be wise, some gangs aren’t as forgiving as others.

    GANGS/GROUPS

    Civilians

    Leader: No official leader.

    The civilians have no real groups or affiliation other than family and friends. They are mundane to the gangs, opting to fight for equality with the Genetically Pure rather than fighting against everything. They can be a simple people: open traders, nurses, patrol, hunters, farmers, and weapon crafters. There is a darker side to civilian life it is not all civil. Some fall into the clutches of prostitution, drug dealing, the black market and theft. These are the people that live in the slum housing. They keep life going by relying on each other, forming a close knit bond of community. There are no official leaders, just role models.


    Goverment

    Leader: The Bureau.

    The government are the main threat to the Fringe and those who occupy it. They do not work in only their compound. They have spies within the gangs and civilians. It is dangerous work being undercover. To be discovered would mean painful extermination. However, the rewards are desirable: high salary, respect, trust, high technology and lifetime security for their family. There is no backing out. This is a lifetime occupation.


    Underground Syndicate

    We ain’t weak enough to be just a group; we’re a syndicate.

    Residing in the subway tunnels is a secretive and stealthy gang. The subways stretch under the majority of the city, opening up at various points, allowing safe and undetectable travel. When any member is seen it is because they are allowing you to see them. When you hear a rustle or a gust of wind with no breeze, it could well be the Syndicate on a mission. They are not few in number but they are rarely seen on mass. Despite the gang only being three years old it is a large gang and the living conditions are preferable to the smaller ones. The tunnels keep out the winter cold and the summer heat while also being a strong defence for food and weapon stores. The gang, if you are a member, has a family feel with the bond as sturdy as the concrete tunnels holding the earth safely above their heads. If you are an outsider then watch your back, you may not see the blow coming. The leader makes a point of everyone being in it together. They eat together, laugh together and conquer together. Direct disloyalty to the Syndicate is considered a crime worse than some may think. It will not be tolerated or passed off with excuses. The gang is open to all those who can prove their reliability. But it is open to no one who threatens to leave or waver.

    The Gypsies

    Kill or be Killed

    The Gypsies are one of the most violent gangs in the Fringe as well as the newest, only being formed a few months previously. They have become infamous across society and, whilst the members – other than the leader are unknown, their legacy has spread and fear exists in its wake. They are a travelling group, never staying in one place for too long and covering their tracks as they go. They have gathered many enemies; particularly those amongst the civilians and smaller, less prominent gangs who have often tried to usurp ? position as leader and take charge of the gang for themselves. Many of these enemies are created through the Black Market where false promises are exchanged for weapons. Although the gang constantly travels they still have buildings which are ‘theirs’. There are multiple buildings which survived through the Purity Wars which are claimed by The Gypsies: used as hideouts, storage of supplies and ‘hostage cells’. The Gypsies all had to go through an initiation phase to prove that they are worthy of being there. This initiation involves murdering one of the current gang members to ensure that only the strongest are a part of The Gypsies. ? acts as a possessive leader; the gang are ‘hers’ and she believes that she should be the one to decide the fate of her gang members, when this choice is taken from her, revenge is taken slowly and painfully.


    Jobs and Roles

    In the Fringe you can’t get by doing nothing. You have to work tirelessly for your next ounce of food and to keep a roof over your heads. In with the civilians and with the gangs, jobs can be similar but they can also vary. Here are the jobs you can pick from:

    Civilians

    - Trader (weapons, food, shelter, fire starting materials, anything that people are going to need and that they can sell)
    - Nurse/Doctor
    - Teacher
    - Council man
    - Rebel (There will be people that rebel against the gangs or try to raise a revolution against the Bureau)
    - Preacher
    - Shelter provider (think homeless shelter and running one)
    - Smuggler
    - Thief
    - Pick-pocket
    - Mugger

    Gangs

    - Leader
    - Missionary
    - Scout
    - Hunter
    - Spy (If syndicate)
    - Smuggler (food, weapons)
    - Messenger
    - Guard/Patrol
    - Diplomat (This would likely be someone who the leaders trust and would be like their 2nd in command)
    - Cook

    The Bureau

    - The Spies of the Bureau will be spies but along side that they must also have a job or a role in order to blend in.
